where is /etc/portage?

I have sys-apps/portage-2.0.49-r15, but there is no /etc/portage directory as per the post GF5: Masked Packages. I want to update /etc/packages/packages.unmask.

Just create the directory and the file. I think it should be /etc/portage/package.unmask though. At least on my system, running env-update after making any changes to the file is required for them to take effect.
