Recently I ran

Don't set debug USE in make.conf. It likely isn't doing what you think and changes builds in curious ways.

I concur with grknight. If you need more specific help, please follow the instructions that Portage showed when it failed, which you quoted.

Thank you. I got rid of the "DEBUG" use flag and it worked fine.
