Although install is achieved, I wonder what is happening there.
Maybe there is something 2 be changed in /etc/make.conf....

There is a binary file, ../tools/testing/selftests/tc-testing/action-ebpf in the upstream 6.8 kernel sources. Traditionally, the sources only contained source code and not binaries. QA checks have been disabled for kernel sources for some time . . . RESTRICT="binchecks" . https://bugs.gentoo.org/749624 explains it to some degree.
It is simply a notice and can be ignored.
