I am updating to profile 46 on one of my two gentoo systems.
I do not have a binrepos.conf in either.

Here is my output:
qed /etc/portage # emerge --ask --oneshot --getbinpkg sys-devel/gcc
!!! /etc/portage/binrepos.conf is missing (or PORTAGE_BINHOST is unset), but use is requested.

!!! /etc/portage/binrepos.conf is missing (or PORTAGE_BINHOST is unset), but use is requested.

Should I be concerned?

I don't have /binrepos.conf either ... because I don't load binary packages ... that's why I have/had to omit the --getbinpkg parameter. This means that with my "emerge -e @world" I have all packages built from the sources.

If you want binary packages, you need the configuration for this.

Nothing to worry about, the warning message is displayed because you're trying to use --getbinpkg despite not having any mirror for binary packages configured in /etc/portage/binrepos.conf. This file doesn't exist by default, at least on my two installs. I had to create it manually on one of them because I wanted to use binary packages.
