what's the preferred way to help emerge/portage be up-to-date?
The question derives from attempting emerge dev-java/sun-jdk. It's looking for j2sdk-1_4_2_02-linux-i586.bin, but only j2sdk-1_4_2_03-linux-i586.bin is available from java.sun.com

It's just that Sun has released a new version and the ebuilds have not been updated yet.
I just looked in /usr/portage/dev-java/sun-jdk and it is updated now.
emerge rsync and you should be good to go.
