GnuPG 2.3 first appeared somewhere in April of 2021 and is now version 2.3.4. To be installed, app-crypt/gnupg has to be added in package.accept_keywords.

Any reason why in any other cases Gentoo sticks to 2.2?

I reckon there were multiple changes in the past, also for the underlying TLS library libgcrypt. That's why GnuTLS switched to libnettle in the past.

2.2 seems to be the LTS version of GnuPG (https://gnupg.org/download/index.html)- dont know if that could be a/the reason?

Yep. For something critical like gnupg, we like to go slow, and allow upstream to iron out the kinks in new major versions. We'll probably stable 2.3.x soon though.

Sounds reasonable. In a blog post Mr. Koch mentions that v2.3 is kind of beta to a (planned) 2.4.
