Using libinput here.
Failing feature got fixed, possibly after some world update a couple of weeks ago.
It started to fail again about 10 days ago.
Any idea how to investigate?
Fails everywhere I tried: terminals, web & file browsers...
Almost 100% stable here...

Have you tried plugging in a different mouse?
Also, you could use "xev | grep button" to check for arrival of events when you move pointer into the black box and then move the wheel a bit.
edit: or rather wev, but xev may still be helpful |

Sorry for being too laconic...
Mouse wheel stammers back and forth when wheeling one way.
Alternate mouse behave the same...
Will try to use tools to monitor mouse wheeling effects.
