Installation via chroot from arch linux

I'm trying to install gentoo from arch linux via chroot, but from documentation isn't clear to me on how to do it.
So, I need some help. I'm downloading stage 3 following this:

I have mounted the installation partition and I'm planning to extract it there after and then to chroot to this partition to continue the installation.
Is this correct, or need to download or do something else?

Yes, it's correct.
It doesn't matter will you extract stage3 tarball while you in the arch installation media, or will you chroot into new gentoo partition and extract tarball while being inside chroot.

It's impossible to chroot in the Gentoo root partition filesystem without any base binaries in this filesystem. Only the stage3 provide those Gentoo basic binaries. So decompress the stage3 in chroot is impossible. It must be done from ArchLinux.
