according to https://wiki.gentoo.org/wiki/Systemd
systemd is already selected in the kernel
and when i do:
sudo emerge -avDN @world

i get this:

On the website at https://gentoo.org/downloads/ there is a stage three at the bottom of the list that has a purple push button labeled systemd. Unfortunately you downloaded one of the other stage 3 's. You can work your way through shifting to a non systemd kernel or through shifting to a systemd portage and system or you can clean out the stage 3 you have and download and install the systemd stage3. Portage does not usually take kernel choices to account, USE flags, profiles, and ebuilds are generally controlling.

thanks for trying... but it didn't work..i don't have netifrc in the use flags... i also switched profile to 17.1 systemd stable..
what more information is needed?

What did not work? How did it not work? Recommend posting command used and the complete result of the failed command. Are you using a chroot or are you booting the installed system?

Hello.

Majed, if you look again at the emerge output you quoted with your first post, you may notice that you HAVE netifrc use flag enabled (at least for openrc). So why not trying Mike's suggestion?
