While updating my Gentoo Linux, I am facing this problem with app-text/texlive-2020-r3 dependency:

Not familiar with texlive but guess it's bug #730006? It was fixed only yesterday in -r2 and given you're using -r1 seems lacking the fix on your end (aka need to emerge --sync).

Try to remove dev-texlive/texlive-genericrecommended-2016 is also removed from tree
