From site https://webdesigner.withgoogle.com comes in deb and extracting manually removes the option to remove the whole package with

dpkg --remove
whats required for dpkg to install the package?

Why not just install this via an ebuild, so that Portage can track the installed files like it does for every other package?

There aren't any overlays with the package.

You could create one. If it is as freestanding as the dpkg output suggests, it should be a fairly simple ebuild.
