I am running KDE Plasma V 5.14.5, KDE Frameworks V. 5.54.0, and Qt V 5.11.3 on my amd64 system with Kernel 4.19.27-gentoo-r1.

In setting up this system which I ported from another compute, I noticed that all of the KDE menu items that I could use to set up my system no longer had the feature to enable me to log in as system to make the changes are missing. In addition, the Users and Groups program is missing and the ability to save settings from systemsettings that are system dependent.

Do I have a setting wrong or is KDE slowly giving up its pretensions to be a complete desktop environment?

Please describe what changes you need to make that require you to be 'system' (root?). What KDE Plasma menu items do you miss?

There is kde-plasma/user-manager but I understand it does much less than the old and never ported kuser program.

For users you need to be able to create and delete users.

You need to be able to create and delete groups and assign users to them.

Some of the functions in system settings don't make any sense unless you can save them as root.

There is something to be said for the system administrator to be able to set up the template for all new users on his system.

Somebody would clearly need to be able to go through systemsettings and enumerate these.

Pre Plasma KDE was a very usable system in that regard. Plasma is prettier but not as powerful.

Which ones? E.g. I can change the SDDM login screen theme perfectly fine using systemsettings. I can also create a new user using user manager, no need to start systemsettings as root. If you can't do this, then you have again a local system config issue.

My version of Login Screen for SDDM says you are not allowed to save the configuration. It did appear to do something, though.

Network connections do not appear to be savable.

Monitor configuration for multiple monitors does not work.

I had to log in to set up printers! That is good.

So same issue as in the SDDM shutdown/reboot thread. Follow the wiki to fix your system:
