Few times per day that value exceeded 1,000,000 at my server, shown eg. by
Code:
sar -w 1 1 2>/dev/null| awk ' { if ( /^Average:/ ) { print int($3) } } '
from the sysstat package. The mean is just around 8,000. A 'pidstat -w -h' doesn't show a particular process responsible for that value.
How can I narrow down the root cause of that value?

The background logging part of sys-process/atop might work here. Maybe it's not a single process causing it but something like high IO on one device, using atop will highlight problems like that.
