no, it means you could visit whoever you want, but for europe, you'll need it.

Schengen wide entry bans are already implemented in the Schengen 2 database since 2018 ... it is not used in Ireland yet.

That doesn't really clarify the situation. If after this takes effect I were to apply to visit the UK, I'm not authorized to travel in this "S" Area outside of the UK. That's fine. But if I didn't know of this new restriction, presumably it would take time to have an "S" Area visa approved. Waiting for the visa to be approved while in the UK seems like it could easily take too long to go on that same trip. As an aside, I have no idea how vacation visas work, so maybe they're mostly a rubber stamp thing.

I think you'll be hit first by the passport need... As uk citizen "still" in Europe, you don't matter for now, as uk citizen post-brexit, you'll need also passport to visit schengen area and will be inform then about the "visa".
I think the passport will take way longer, dunno in uk, but in france, you might pass the whole winter waiting for one :)

Did you notice email is required? Isn't this a terrible discrimination, what about minorities who may not have this luxury of internet? (Similar to minorities who cannot afford a drivers license or ID, thus must be allowed to vote without an ID.)

You forget the digital payment of 7$, you also need a credit card to visit Europe, maybe they will accept paypal.

It is not a visa you only have to enter your passport number in a website, pay 7$ with a credit card and wait 10 minutes to be cleared, at least that's what they say, you can do that at the airport before leaving. According to recent simulations up to 96% request will be instantly approved. I guess they will sent the "visa" by email to the address you entered.

Without visa Romanians will be illegals at once and receive all benefits in Kalifornia. With visa they need to wait until it expires before reaching the desired illegal status.

they did this out of trump derangement syndrome. the existing arrangement was up for renewal and when trump won, they said "fuck america." trump has only battered and bruised them with all the trade, and adding strings to US assistance.
