Were you trying to mask this package?: dev-libs/openssl-1.1.1a-r1
You need an '=' sign in front of the package, if you want to specify an exact version number to mask. That's why it says "Invalid atom".

If you are in a unstable system you should remove rub23 because is incompatible with openssl.
Is strange that you have yet ruby23 because is removed a few days ago from RUBY_TARGETS, check if you have some entries in package.use _________________ Questions are guaranteed in life; Answers aren't. |

If anything, you should have run "emerge -a1v virtual/rubygems"
Since you haven't been running etc-update and are inexperienced, I suspect your world file is a mess.
As requested above, run etc-update. Also, use pastebin to post your world file.

a URL will be returned. Post the URL, NOT your worldfile.
If you don't have wgetpaste, emerge it. You do want that one in your world file.

This cleaned up my system to allow me to do a emerge @preserved-rebuild. and am hoping it will allow me to do a emerge -upDN world and all the rest.
Update:
emerge -upDN world still fails. Rubygems still wants ruby23 even though nothing else does and some even show -ruby23. |
