I have a strange issue where using the shutdown, restart, and logout buttons in Plasma cause the screen to go black with a cursor in the top left of the screen. Gentoo will just hang here until the computer is forcibly shut off.
I've found this problem doesn't happen when pressing the shutdown/restart buttons in SDDM, which appear to function normally. "shutdown -h now" and "restart" also funtion normally.
Looking in my syslog I found that the culprit is likely xdm
Code:

Jan 12 12:43:21 --- init: Trying to re-exec init
Jan 12 12:43:31 --- /etc/init.d/xdm[5619]: start-stop-daemon: 1 process refused to stop
Jan 12 12:43:31 --- /etc/init.d/xdm[5594]: ERROR: xdm failed to stop
Jan 12 12:43:31 --- crond[4836]: (CRON) INFO (Shutting down)
Jan 12 12:43:31 --- NetworkManager[4743]: <info>  [1547325811.5008] caught SIGTERM, shutting down normally.
Jan 12 12:43:31 --- NetworkManager[4743]: <info>  [1547325811.5054] exiting (success)
Jan 12 12:43:31 --- kernel: [   30.101312] NetworkManager (4743) used greatest stack depth: 12304 bytes left
Jan 12 12:43:31 --- kernel: Kernel logging (proc) stopped.
Jan 12 12:43:31 --- kernel: Kernel log daemon terminating.
Jan 12 12:43:32 --- exiting on signal 15

My sddm.log shows some strange behavior too where it attempts to create a new screen on shutdown.

I already have dbus and consolekit on runlevel default, so I doubt this is an issue related to them. I'm running nvidia-drivers-415.25 if that helps at all.

Thanks in advance.

So I decided to try and install nouveau instead of nvidia-drivers to see if anything would change and was able to see the verbose shutdown information.
Turns out pulseaudio was locking up the CPU and preventing / from mounting as readonly.
I've excised the disease that is pulse and everything is works just fine.
