When I plug in my second monitor while my laptop is already turned on, my laptop does not recognise the external monitor. But if I boot into my OS with the monitor already plugged in, it works perfectly.

Which wm/desktop is in use? Sometime, as example with fvwm, you need a fvwm restart for fvwm to handle the second monitor. Not sure with other wm, some may work, other need a restart or to log out and log in.

Another issue is xorg config. It is several way to use multiple monitors in X, and it is best to configure the one you want in /etc/X11.

DE - i3
I realised I don't need to restart i3 to get it to recognise my external monitor. Logging out and back in works as well.
But, I would like it to recognise my monitor immediately on plugging it in.

When I wrote restart, it was just for the wm, not the computer. fvwm, even when xorg is configured, work with only 1 screen. To get the second one, you need to restart it. This restart only fvwm without interfering with the opened windows, it's like a redraw. I don't know the internals, so I will not speculate why it works that way.

For i3, I don't know. If no one can answer you here, maybe try on the i3 forum or mailing list.

Does simply restarting i3 work? mod+shift+r

No :(
I also tried with exec_always.

Sadly, there are no i3 forums. Everything is on Reddit (and Reddit is cancer). But if you are brave enough, you can try asking here, as the devs do pay attention.

Did a few days ago - https://www.reddit.com/r/i3wm/comments/adi3i2/multimonitor_support/ . No useful solutions yet.
