When I did a full reinstall, reinstalling XFCE, doing a shutdown did a shutdown.
I just did a portage update and once again when doing a shutdown Gentoo
just reboots. This was true and I had no idea how to correct this.

The last update included openrc and I thought that might be the BUG, but remerging
the previous version did not correct the problem.

Any suggestions on how to fix this would be much appreciated. I have often run
a times shutdown and I can no longer do that.

To narrow this down a little, does this happen when using the Xfce shutdown button, when issuing the halt command as root, or both?

Thanks for posing a more detailed question. The answer is yes. When I use
Xfce shutdown button it appears to do a normal shutdown, but is actually
doing a reboot. I have no clue as to where to look to correct this.

audiodef I had not considered shutdown has root so I did do that shutdown and the system does a graceful
shutdown. When I use the XFCE shutdown button, that is l select logout and the box offering
suspend, hibernate, logout and shutdown appears, selecting shutdown reboots the box.

Sounds like a permission issue. I can't recall ATM what groups your user should be in, but a normal Xfce4 emerge should handle this, I think.

Or maybe something needs to be re-emerged, but I'm not sure what.
