Code:
sudo emerge --ask --changed-use --deep --update @world

These are the packages that would be merged, in order:

Calculating dependencies... done!

emerge: there are no ebuilds to satisfy ">dev-ruby/racc-1.4.10[ruby_targets_ruby24]".
(dependency required by "dev-ruby/rdoc-6.0.4::gentoo[ruby_targets_ruby24]" [ebuild])

(dependency required by "dev-ruby/minitest-5.11.3::gentoo[ruby_targets_ruby24]" [ebuild])

/etc/portage/package.accept_keywords
Code:

=dev-ruby/xmlrpc-0.3.0 ~amd64
=dev-ruby/power_assert-1.1.3 ~amd64
=dev-ruby/did_you_mean-1.1.2 ~amd64
=dev-ruby/kpeg-1.1.0-r1 ~amd64
=dev-ruby/rake-12.3.1 ~amd64

=dev-ruby/rubygems-2.7.8 ~amd64

=dev-ruby/rdoc-6.0.4 ~amd64
# required by dev-lang/ruby-2.4.5::gentoo
# required by dev-ruby/test-unit-3.2.8::gentoo[ruby_targets_ruby24]
=dev-ruby/minitest-5.11.3 ~amd64
# required by dev-ruby/did_you_mean-1.1.2::gentoo[ruby_targets_ruby24]
=dev-lang/ruby-2.4.5 ~amd64
# required by dev-lang/ruby-2.4.5::gentoo
# required by dev-ruby/minitest-5.11.3::gentoo[ruby_targets_ruby24]
=dev-ruby/test-unit-3.2.8 ~amd64

what can be done?

You activated ruby_targets_ruby24 on dev-ruby/racc?

I don't know how to do that...

sudo eselect ruby list
Code:
Available Ruby profiles:
  [1]   ruby23 (with Rubygems) *

With /etc/portage/package.use. But you changed default RUBY_TARGETS? You are in a stable or unstable system? Post your emerge --info

Ok ruby24 is enabled, when you added it in make.conf you have run emerge -UD @world for recompile all packages with ruby24?

but I have nothing in make.conf which mentions:
RUBY_TARGETS="ruby23 ruby24"

Code:
sudo emerge -UD @world
Calculating dependencies... done!

emerge: there are no ebuilds to satisfy ">dev-ruby/racc-1.4.10[ruby_targets_ruby24]".
(dependency required by "dev-ruby/rdoc-6.0.4::gentoo[ruby_targets_ruby24]" [ebuild])
(dependency required by "dev-lang/ruby-2.4.5::gentoo[rdoc]" [ebuild])
(dependency required by "dev-ruby/minitest-5.11.3::gentoo[ruby_targets_ruby24]" [ebuild])

It seems i'm still a newbie, what's -UD?

Same issue here, on stable linux/amd64/17.0/desktop/gnome/systemd.

It seems that RUBY_TARGETS has been set to "ruby23 ruby24" while dev-lang/ruby:2.4 ebuilds are still masked by ~amd64 keyword.

Ok I see the problem, after sync also my stable system has RUBY_TARGETS="ruby23 ruby24".
This seems a portage bug because on amd64 stable should be only RUBY_TARGETS="ruby23" (/usr/portage/profiles/arch/amd64/make.defaults because dev-lang/ruby-2.4.5 is masked) but it is overwrite by /usr/portage/profiles/base/make.defaults with RUBY_TARGETS="ruby23 ruby24".
As workaround you can force RUBY_TARGETS="ruby23" on make.conf

I opened a bug https://bugs.gentoo.org/671064

You have exactly same emerge output? You can post your emerge output and command you run?

Before adding RUBY_TARGETS in make.conf you had set something else? Because ruby25 isn't set by any profile

I have a similar problem, when attempring to update I get the following output:

Code:

Calculating dependencies... done!

emerge: there are no ebuilds to satisfy ">dev-ruby/racc-1.4.10[ruby_targets_ruby24]".
(dependency required by "dev-ruby/rdoc-6.0.4::gentoo[ruby_targets_ruby24]" [ebuild])
(dependency required by "dev-lang/ruby-2.3.8::gentoo[rdoc]" [installed])
(dependency required by "app-text/ronn-0.7.3-r3::gentoo[ruby_targets_ruby23]" [installed])
(dependency required by "x11-misc/i3blocks-1.4-r1::gentoo" [installed])
(dependency required by "@selected" [set])
(dependency required by "@world" [argument])

and attempting to run
Code:
emerge -UD @world

returns the same output.
