I believe it should be loading rtl_bt/rtl8821c_config.bin and rtl_bt/rtl8821c_fw.bin
The line:

I believe indicates the hardware needs rev c firmware.
This works correctly on Kubuntu 18.04. Kubuntu is using linux kernel 4.15.0-38
