I am installed gentoo on second PC and found that issue based only on version 3.13 of valgrind.

If it is true (it is true) - why valgrind 3.13 is marked stable?

Are you asking why Valgrind 3.13 was marked stable despite this problem or are you asking why newer versions of Valgrind have not yet been marked stable, with the hope that those versions fix this problem? If the former, it's probably because nobody spoke up when stabilizing 3.13 was proposed. It could also be that 3.13 is such a significant improvement, and the regression comparatively irrelevant, that it was worth the trade-off. If the latter, it may be that nobody has asked to stabilize new versions, or that newer versions contain more notable regressions.
