The new development means that Samsung has canceled certain related plans factories in Hwaseong and Pyeontaek, while SK Hynix has also postponed expansion.

With both companies canceling their expansions, it remains to be seen what the effect long-term on memory and NAND prices will be,

If by 'adjusting supply to meet demand', you mean colluding to choke off supply in order to fix DRAM prices to more than twice the launch prices of DDR4, then yes.

If they've been caught colluding, that's a different matter. That was not referenced in the quote.

The issue seems to be that there is demand, and they are squeezing production, in collusion, to artificially inflate the cost of the consumer. Much like how OPEC will cut off supply to drive up the price.

If there was no demand, one or both of them would have gotten out of the business. Of course there is demand.

To quote the quoted portion, they see falling demand. Presuming that is an accurate market forecast, w's question remains valid.

The price of samsung ssds have dropped a considerable amount over the last 6 months or so (I believe they use nand in them)

Falling 'demand', in the sense that people are hesitant to buy more RAM at 2018 prices because they're taking the piss. There's always an ever growing demand for DRAM, that doesn't mean the market will bend over and let itself get reamed by the DRAM cartel, which clearly intends to keep DRAM prices fully inflated.
