I'm trying "emerge -e @world" to fix some unrelated problem, but groff won't build.
Here's my /var/tmp/portage/sys-apps/groff-1.22.3/temp/build.log.

thanks, this solved similar issue I had with libreoffice.
I wonder why oneshot of fontconfig solved the issue.

There is an issue in 2.13.1 and fixing it involved reverting an upstream commit, after the problem was discovered yesterday. The --oneshot is there to not register the update in your world file.
