Looking at System Settings/Regional/Language I see only American English as a language. There no longer seems to be a kde-apps/kde-l10n package? I looked in my /usr/portage/kde--apps and couldn't find one, neither on the Gentoo packages site. There don't seem to be any l10n use flags, either.

And in the same menu in systemsettings, in the bottom bar you have no ability to add more languages?

No, there are only Default, Reset, Apply, Help buttons.

Do you have a notification bar on top, telling you 'There are no languages available on this system.'? Don't you have an 'Add languages...' button, above apply, or is it greyed out?
