^ This is not about burning an ISO image, this is a question how to build a bootable Windows DVD?

If it's Windows 10, you're probably going to need a large-capacity USB pendrive rather than a DVD. You could try using woeusb (it's in the main Portage tree) as explained in the following article: How to Create a Bootable Windows 10 USB in Linux.

Even Microsoft supports it ,but it is also limited ,OP may be hard hard to succeed .
I recommend trying out as many simple methods as possible.
