though I emerged sys-fs/udftools, udflabel command is not installed

Unmask version 2.0, udflabel is installed in usr/sbin/

sudo emerge --ask --autounmask-write =sys-fs/udftools-2.0
emerge: there are no ebuilds to satisfy "=sys-fs/udftools-2.0".

if you encounter a similar problem in the future then it's worth installing app-portage/pfl, and so have 'e-file' available:

e-file udflabel:
 * sys-fs/udftools
  Available Versions:  2.0-r2 2.0-r1
  Homepage:            https://github.com/pali/udftools/ https://sourceforge.net/projects/linux-udf/
  Description:         Ben Fennema's tools for packet writing and the UDF filesystem
  Matched Files:       /usr/sbin/udflabel;

So, there you can see the path, and the versions in which the binary can be found. By installing you also help to keep the portagefilelist up-to-date ... it installs a cronjob which scrapes your package list and sends it (without identifying the sender) to portagefilelist.
