Can't find anything on this. Have Plasma-5.46.0 and the latest stable of rest of plasma items like plasma-desktop,...
Have the desktop doing a slideshow and choose background behind the wallpaper as solid color black. It stays that way for the whole session. But when reboot or logout, back to BLUR for background.

Tried setting plasma-org.kde.plasma.desktop-appletsrc to read only but that doesn't help.
Checked which files have been modified after changed it and the above isn't one of them though and the ones that were lead to nothing.
Created a new user and set it up to see if it was something specific to normal user and same thing happened with the new user.
Deleted ~/.cache folder and still nogo.

Any good ideas?

I am running plasma 5.12.5 with a slideshow background and have been having the same problem. This is the kde forum thread discussing this: https://forum.kde.org/viewtopic.php?f=66&t=151816&hilit=desktop+background

The fix appears to be to edit /usr/share/plasma/wallpapers/org.kde.slideshow/contents/config/main.xml and add this to the start of the group:

    <entry name="Blur" type="bool">
      <label>Blur background filling</label>
      <default>false</default>
    </entry>

I think this has fixed it for me - so far the "solid color" setting has persisted.

Section_8 Thanks a lot! That seems to have been the ticket!

Working so far on logouts and reboots. I saw that somewhere earlier, but thought it said edit, not ADD. Must have miss read it. You caught it and it works.
