Remote dispathing lines of text file

Hello!
I need to find a resolution of my task.
Task:
1. There is an text file on Centos 6.5 server. It is a log file of a custom application. New lines are comes to this file regulary.
2. There is remote Windows server with custom application.

It is need to send every new line from this text file to windows server by network immediately.
It is need to redispatch of lost lines.

We try to use rsyslog 5 with RELP. But it works strange. It have not realtime dispatching.

Maybe, someone from you knows the application for my purposes. Share the link please.
