I see this term "dog whistle" coming up so often these days, I've literally never heard it until last year. That other guy is Trump's economic adviser, who was with him on Air Force One, when he said it. It's a direct quote of Trump from another guy.

Trump also said many more unflattering thing about Trudeau.
