It seems like portage can;t connect to the keyserver, or something.

Yeah, it's an overloaded public server that just does that at times. Gentoo ought to be operating its own keyserver for such a critical part of the OS, like other distros.

yeah, but it's been doing this for several days, i even tried at different times to see if it would go through.

This gpg: keyserver refresh failed: No such file or directory error actually means that /etc/resolv.conf does not exist (see bug 657620).

Well, it's a pool, and it should be able to reliably handle the load incurred by Gentoo users:
