Good evening.

since the last update I can't shutdown or reboot my notebook from sddm. The options are disabled (greyed out).

The strange thing is:
I have two computers: a notebook and a deskop computer. On my desktop computer sddm works fine, the options are available. On my notebook they aren't.

I have compared the whole pam configuration (every file in /etc/pam.d) and the /etc/sddm.conf. Both files are identical.

equery u sddm:

[ Legend : U - final flag setting for installation]
[        : I - package is installed with flag     ]
[ Colors : set, unset                             ]
 * Found these USE flags for x11-misc/sddm-0.17.0-r1:
 U I
 - - elogind : Use sys-auth/elogind for session tracking.
 + + pam     : Add support for PAM (Pluggable Authentication Modules) -
               DANGEROUS to arbitrarily flip
 + + systemd : Enable use of systemd-specific libraries and features like
               socket activation or session tracking
 - - test    : Workaround to pull in packages needed to run with FEATURES=test.
               Portage-2.1.2 handles this internally, so don't set it in
               make.conf/package.use anymore

sddm.conf:
[Autologin]
Relogin=false
Session=
User=

[General]
HaltCommand=
InputMethod=
Numlock=none
RebootCommand=

[Theme]

[Users]
DefaultPath=/bin:/usr/bin:/usr/local/bin
HideShells=
HideUsers=
MaximumUid=60000
MinimumUid=1000
RememberLastSession=true
RememberLastUser=true

[Wayland]

[X11]

The Windowmanager I'm using is e16. And I'm using Systemd. OpenRC and Sysvinit are not installed anymore.

What else can I check?

Check the output of ck-list-sessions (or whatever systemd replaced it with). The System may have decided you aren't physically at the computer and thus have no shutdown rights, a common problem.

Update:
Looks like a bug.

Workaround:
/etc/systemd/system/sddm.service.d/00_bug.conf:

# https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=866865
# https://github.com/sddm/sddm/issues/978
[Unit]
After=systemd-logind.service
