What would be the proper way to install zef in gentoo? I am happily using dev-lang/rakudo and wonder if I can install zef as root.

Find or write an ebuild for it, then emerge that ebuild. If zef can be usefully used from a private home directory, you could install it as you. I recommend against installing it, or anything else, as root outside Portage.
Looking at their install instructions, the opening lines suggest it can be installed as an unprivileged user. |
