In this case... the chinese lost control so they are unable to initiate a controlled re-entry. Its too big to fully burn up, its unknown how steep it will enter to determine how much it break apart. It is unknown when re-entry will actually occur, it is unknown its present attitude and thus how it will tumble.

The map I'm looking at says it's going to dunk in the ocean 100 or so miles off Chile.

The weather map I'm looking at suggests it might get blown much nearer to land by air currents... probably not 100 miles difference though.

If STRATCOM published East, they probably knew it was going West and just wanted to throw off others so there wouldn't be as many people around to see them recovering or destroying it. That's just uninformed, wild conjecture of course.
