What file(s) should I edit/replace so that when a new user is created, things like background and appearance show up the way I specify?

Look at /etc/skel. Every file in this directory will be copied to new users when they are created.

Yup. /etc/skel is your best bet, but xfce seems to support some system-wide configs too.
