I find it harsh how gentoo users must wait a long while to obtain latest revisions of many softwares. There is always unmasking it, as such I tried to get the latest KDE and ebuilds were failing because they are unstable. Is this because gentoo foundation doesen't have adequate amount of developers?

I think, for kde project, that developer stabilize only LTS version of plasma.
And no, the unstable packages work very well.
I've a stable grentoo with kde-app, kde-plasma, kde-frameworks and dev-qt in package.accept_keywords without any issue.
The only problem if you want unstable kde you should unmask all these package
/etc/portage/package.accept_keywords/plasma:
kde-frameworks/*
kde-plasma/*
kde-app/*
dev-qt/*:5/5.9

I think that kde project is one of most supported in gentoo and when a new version comes out after a few hours/day(s) you can find it official portage tree (unstable)
