i read that The text in the /etc/issue file (or other) and the login prompt are always output with
7-bit characters and space parity. i dont know very much waht does mean
how can solve this?
can someone test if this work well

Looks okay to me as long as you use a fixed width font. In bbcode you can use "code" tag.
As for your /etc/issue file how are you cutting and pasting into the file? Are the spaces being dumped in as ASCII(32) spaces? _________________ Intel Core i7 2700K/Radeon R7 250/24GB DDR3/256GB SSD

did you test it as an /etc/issue file? for me its well displayed in urxvt but wrong in the login tty |

Another thing that might be the ANSI codes to colorize. I don't know if you added them separately or not, but these too need to be addressed.
The ANSI sequences do not go through webpages easily. What exactly is the problem you're seeing, as I do not use urxvt.
If you see lots of funny things like "[3;5m" these are the ANSI sequences and the escape code is not being transferred properly.
BTW one of the old /etc/issues that I'm still using, stripped of the ANSI sequences, looks like this:
