What's a good way to set up user disk quotas? I did a search and everything seems to assume /home is a separately mounted partition. I don't have /home as a separate partition.

Having /home on a separate partition is not a hard prerequisite. Did you see our Wiki article? This seems pretty clear to me.

Its not a hard prereq, but it make things easier, since you have to mount the partition with usrquota and grpquota to make the quota extensions available. I can imagine, that this can cause issues on the root partition at some time...
