If I am not mistaken, Arch Linux and Slackware apply as little patches as possible to the kernel and software (please correct me if I am wrong). What is the policy of Gentoo?

I understand we can choose which kernel we want, but what about the other software packages? How do I know which patches are applied and why? Besides the source code, is there a way to find this easily?

Gentoo tries to push patches upstream because carrying a patch set is a maintenance burden Gentoo can do without.
Patches are normally included in /usr/portage/<category>/<package>/files, with descriptive names.
You can watch emerge apply patches as the start of the emerge. Try glibc as an example.

A small number of packages have large patches. In that case, the patch set is distributed as its own tarball on the Gentoo mirrors.
Its still applied by emerge though.
The rule is that anything bigger that about 20kB does not belong in the ebuild repro.
