I've tried deleting the xfce4 config folder, but that didn't work. Running xfce4-appearance settings in the terminal gave no errors.
I think it has something to do with the USE flags in the desktop profile, because if I changed
the profile to default/linux/amd64/13.0 it worked.
I don't want to use that profile because I like the defaults in the desktop profile.
Can somebody please help? :(

I have a similar issue where, after adding upower to my use flags and running emerge -uDN world, Xfce4 will not change its appearance. Like you, I see no errors and I can select a new theme, but nothing actually changes. Still no idea why this happens. I have another machine with the same versions of Xfce4 components where this isn't an issue.

Well, after remerging the packages with the upower flag disabled I got themes working, so thank you very much. :D

I solved this issue, but in a different way. Maybe you could try it, since upower is useful. Enable the upower use flag, then run
Code:

emerge -e @system @world


Not sure why emptytree fixes this, and it takes a while, but might be worth it.
