You mean pip for python3.6?
For this you should unmask python_targets_python3_6 use flag that in a stable environment is masked, with:
Code:
# echo "-python_targets_python3_6" >> /etc/portage/profile/use.mask

and than active use flag for pip package:
Code:
# echo "dev-python/pip python_targets_python3_6" >> /etc/portage/package.use

tnx only secound command worked for me.

Because you shoud create directory /etc/portage/profile, but if you have a unstable (~arch) system python_targets_python3_6 is already unmasked
