The udev rule will only trigger when the uinput kernel module is loaded. I don't know what could create the uinput device node without the kernel module being loaded. Maybe Steam? It would be interesting to know, but at least you know why the permissions weren't being applied. |

Yeah, I guess that resolves it. I'll post back here if I ever figure out what was creating the uinput node.
After I do a bit more testing to confirm, I'll mark this as solved. |
