I'm worried that my machine might be sync'ing against a stale mirror, as I haven't been getting newer packages to rebuilt for almost a week. Never took this long before.

How do I check a portage mirror for staleness?

Check the contents of /usr/portage/metadata/timestamp.chk this is what portage uses to determine whether you actually need to sync or if you are already up to date. If that file is stale, then there is an issue with your tree syncing *somewhere*.
