After my last monthly world update, Xfce4 no longer shows me the logout/restart/shutdown window. Choosing "Log Out" simply logs me out. Re-adding menus to the panel doesn't fix anything.

What broke?

Display manager is lightdm, but the problem existed with slim, too.

Look in the policykit/consolekit/upower stuff for your problem — if those aren't perfectly configured or there's a permission set wrong somewhere, Xfce4 doesn't offer logout options. (With absolutely no diagnostics, iirc)
