I read this page https://wiki.archlinux.org/index.php/Chrome_OS_devices#Hotkeys and trying to get function keys work in Gentoo (Systemd) + KDE Plasma on Acer C720 Chromebook using xkeyboard-config.
According to that page, I just need to run

$ localectl set-x11-keymap us chromebook


Screen brightness and audio keys are working now.
But Alt_R + Backspace for Delete Key not work.
And also Alt_R + Search key for Caplock key not work.

Every function keys combining with Alt_R key are not working now.

chromebook section in /usr/share/x11/xkb/symbols/inet file is here:

As the chromebook section shows, I should have those function keys combining with Alt_R are working.
But not.

HAve you checked your kernel? have you rebuild your kernel with anything which may be related as module?

afaik chrome books needs speical kernel or userspace, there was a topic here several weeks ago, which pointed to some external repro. /gibhub or something ...

HAve you checked for that?

nope.

without proper kernel settings / software which works with your firmware you won't see that

I have checked those links first three result with Google search.
They are not very helpful for post installation problem and most of them are about distros with pre-compiled kernel.
So not much post about kernel configuration for ChromeOS.

Anyhow, I am successfully running Gentoo on this Acer C720 Chromebook with my custom compiled kernel except some graphic glitch and small problem.

Now, I am searching and testing things in kernel for better supports.
I will report back soon.

Have you checked github / google for something specific for chormebooks. I had a few weeks ago a topic with specific software for chromebooks.

systemd and plamsa is problematic. I will not discuss this anymore.
