As the picture shows, I'm having trouble running Garry's Mod properly under Gentoo. It works fine on Ubuntu and Windows 10.

I'm using the generic modesetting driver supplied by x11-drivers, as it is recommended for Intel chipsets over xf86-video-intel. It's compiled with the video flags "intel i965". I have an Intel HD Graphics 4400. |

I assume its a steam game.
I usually start steam in a shell and get a lot of messages in that shell +
tail -f /var/log/messages in another shell before you start steam.
Sometimes you get a hint that way.
I assume you are using the linux steam version right? |

That shouldn't be needed — mesa includes s2tc nowadays which is compatible and non-encumbered — but it's probably a good idea to install it anyway. |
