I'm using Gentoo since a few years. Recently, so many blockers have cropped up that a simple emerge -DNUu @world has become infeasible. I don't even remember how long ago it is that I successfully ran emerge -c. My current blockers look like this:

I'd like to know:
- Can someone explain what these even mean? What's even the problem? Why isn't it happy with boost-1.62? Why can't it just upgrade ffmpeg?
- How do I resolve these blockers? How do I at least update as much as possible?
- How do I prevent such situations from occurring again all the time? What am I doing wrong?

Remove packages that are not in the world set and from who no other package depend after a full upgrade help to prevent them to conflict with the packages who need to be installed or upgrade. So, in your case and because you haven't do it for long too, I would do this first:
The -N (--newuse) and the -U (--changed-use) options do not go well together. You should try the -N one who is more complete and do not make -U interfer with it:

For boost I think that problem is app-office/libreoffice-bin, this package require boost-1.62 version.
A solution is try to mask version 1.63 if possible otherwise passing to libreoffice (not bin version) _________________ Questions are guaranteed in life; Answers aren't. |

Yes, it's a bad idea to run libreoffice-bin with ~arch keywords. It is only made for stable dependencies. |

Emerge wants to upgrade boost (because you told it to) but it can't because some package depends on the exact old version.
It's not documented anywhere, but that's what the blue colours in the error list mean (green means there's a blocker emerge can solve on its own). Fixing problems like this is mostly a matter of figuring out how to turn all the blue lines green, or like in this case, getting rid of them entirely. |

Well, yes, I've tried to do this many times. But it tells me I should do a proper world update first (which fails because of the above mentioned problems).

Good to know! (Is this documented anywhere?) I installed libreoffice-bin because compiling always took overnight and sometimes depleted memory (and I'm running an 8-core i7 with 8GB...). Removing it and runescape-launcher finally fixed it! Thanks!

It is documented by the fact that libreoffice-bin is only ever available as a stable ebuild. And binaries naturally can't be rebuilt on subslot rebuilds triggered by notorious deps like boost and poppler, unfortunately, which will always be ahead in unstable. |
