I have finally got to the desktop! So far, all I have installed is the plasma-meta package, and nothing else, so, I do not have an internet browser, for example, and there's no terminal. If I remember correctly, I could bring up a terminal session by: ctrl+alt+ f1/f2...but when I do that, I get a black screen with a blinking dash...how do I get to a terminal? I belive in KDE it is called konsole. I installed Plasma v. 5.8.3

I thought at least a basic browser and terminal would be pulled in by the plasma-meta package, but apparently it is not so...any help will be appreciated!

ctrl+alt+F1 to F6 should give you access to a terminal.These all give you a blinking dash?

As the KDE developers decided to split KDE into three major groupings, unlike KDE 4 there is no single meta package to install everything. You need to install Plasma 5, KDE Frameworks and KDE Applications. When you installed kde-plasma/plasma-meta you only installed Plasma 5 and Frameworks, not the applications.

Code:
$ eix plasma-meta
[I] kde-plasma/plasma-meta
     Available versions:  (5) 5.8.3 5.8.5
       {bluetooth +display-manager grub gtk +handbook networkmanager pam plymouth pulseaudio +sddm sdk +wallpapers}
     Installed versions:  5.8.5(5)(12:01:40 31/01/17)(bluetooth display-manager gtk handbook networkmanager pam pulseaudio wallpapers -grub -plymouth -sddm -sdk)
     Homepage:            https://www.kde.org/workspaces/plasmadesktop/
     Description:         Merge this to pull in all Plasma 5 packages

$ eix kde-apps-meta
[I] kde-apps/kde-apps-meta
     Available versions:  (5) 16.08.3 ~16.12.1
       {accessibility pim sdk}
     Installed versions:  16.08.3(5)(17:38:18 19/12/16)(-accessibility -pim -sdk)
     Homepage:            https://www.kde.org/
     Description:         Meta package for the KDE Applications collection

$ eix kde-meta
* kde-apps/kde-meta
     Available versions:  (5) 16.08.3 ~16.12.1
     Homepage:            https://www.kde.org/
     Description:         Merge this to pull in all KDE Plasma and Applications packages

To install the applications, install kde-apps/kde-apps-meta. Konsole is one of the applications:

Code:
$ EIX_LIMIT=0 eix -C kde-apps --only-names --slot 5 | grep konsole
kde-apps/konsole
kde-apps/konsolekalendar

If you cannot get to a TTY, you'll need to chroot in and install kde-apps-meta.

It sounds to me like maybe your video drivers might be to blame. Are you using x11-drivers/nvidia-drivers by any chance?
EDIT: the reason I ask is I had the same problem. switching to the nouveau driver fixed my tty console

KDE Frameworks

You don't actively install Frameworks. They are pulled as needed by Plasma and Applications.

I chose to install nvidia over nouveau for my flight simulator, as it requires nvidia and it won't accept nouveau. But if I can get to a terminal via the live cd, I will do that.

I could never get nvidia-drivers to play nice with my card. I cant guarantee that is why you have no tty console but switching to the nouveau driver is what worked for me when all I had was a blinking dash. It was like the proprietary driver didnt switch from X to text properly
