Either you have some test settings on or that's a bug in the build system.
I don't see any test options in your FEATURES or USE.

File a bug at bugs.gentoo.org, unless someone has done it already.

You have xorg-server-1.19.1? If yes try to unmask xf86-input-keyboard-1.9.0
