What helped to pass the configure, is INSTALL file at /var/tmp/portage/app-text/xdvik-22.85-r1/work/xdvik-22.85. After calling configure in the following way, it passed the process:
Code:

./configure --disable-all-pkgs --enable-xdvik --without-system-kpathsea --without-system-ptexenc

Am I right, that the issue is in the ebuild? Could you help me to fix it, please?

Thank you!

This append, probably, because kpathsea-6.2.0_p20140525 is not compatible wirh xdvik-22.85.
If you see in source code of xdvik you can see that version of kpathsea is 6.0.1.
Try to unmask newer version of xdvik

The ebuild dependency data should have handled this for you. Please file a bug to have the dependency on app-text/xdvik modified to disallow dev-libs/kpathsea-6.2.0_p20140525 so that the next person to try this gets a clean error from Portage.
