Ban changing desktop when scrolling mice on fbpanel

Hi all,

These days, I ran into a very annoying issue: couldnot disable switching desktops when mouse scrolling on the fbpanel.
I use OPENBOX as DE, and know that rc.xml for keyboard & mice binding.
But, there seems no settings for fbpanel? Am I missing something important? That's really weird.
Anybody got the same one? Any solution?
